Tambaba: Introduction

In 2008 a one-kilometre beach in the Brazilian state of Paraíba beat the Calabria region of Italy by 137 votes to 99 and won the right to host the 31st World Congress of the International Naturist Federation. It was the first time the congress had come to Latin America, or to the Southern Hemisphere at all. The beach was Tambaba, in the municipality of Conde, and it had earned the invitation the way institutions usually do: by going first, and by writing the rules down.
