It is not a motto in the usual sense but a quotation — the answer the state's governor, João Pessoa, gave when pressed to fall in line with the national political machine in 1930. He was assassinated in Recife that July by João Duarte Dantas, and the killing helped detonate the Revolution of 1930 that ended Brazil's Old Republic. The flag keeps the refusal in the present tense: red for his blood, black for mourning, and that flat, unqualified verb standing where other states put a Latin phrase about progress.]]></description>
