Oeiras, Piauí: Introduction

For well over a century Oeiras was the political center of Piauí, the place where a captaincy carved out of Maranhão learned to govern itself. Then in 1852 the government packed up and left for Teresina, a brand-new city laid out on the Parnaíba where the river traffic was. Oeiras kept its churches, its stone bridge and its narrow streets, and simply stopped expanding at the speed capitals expand. A century and a half later, that stalling reads as preservation. Federal law declared Oeiras a national monument in 1989, and in 2012 IPHAN, Brazil's national heritage institute, listed the whole *Conjunto Histórico e Paisagístico de Oeiras* — the historic and landscape ensemble, meaning not only the buildings but the hills and watercourses they sit among.
