Photo credit Per Palmkvist Knudsen, CC BY 3.0. In 1991 Finland took Denmark to the International Court of Justice over a bridge that did not yet exist. Finnish yards built mobile offshore drilling units, and those rigs would be too tall to pass beneath the span Denmark had started raising across the Great Belt. The case never reached judgment. Denmark paid 90 million kroner, Finland withdrew the suit in 1992, and the pylons kept climbing. It was a footnote in an enormous project, but it says something true about the Great Belt Fixed Link: the crossing had been an argument for well over a century, and beginning to build it did not stop the arguing.
