He meant the landscape, and he meant the houses — facades sheathed in Portuguese ceramic tile, glazed blue and white and yellow, street after street of them catching the coastal light. The tiles are still there. A great many of them are also peeling, cracked or missing, and the gap between the emperor's compliment and the present condition of the buildings is the first thing an honest visitor notices.
